Noxious weed and invasive plant lists, state by state
44 states publish a list of the plants they regulate. All 44 are reproduced here in full, 2,205 listings, each one citing the statute or administrative code it comes from.
A listing tells you what a state regulates, not where a plant belongs. Nativity is a county-level question, so use the county checker for a specific address.
Each list was read from the rule itself, between July 20, 2026 and September 12, 2026. The date on each state's own page is the one that governs it.

These 6 have no page, rather than a page reporting zero. Some publish no state-wide list at all; for others Ezina has not sourced one yet. Either way, saying nothing is regulated there would be wrong, so we do not say it.

Which states regulate invasive plants?
44 states have a published invasive-plant or noxious-weed list that Ezina reproduces: Alabama, Arizona, Arkansas, California, Colorado, Connecticut, Delaware, Florida, Hawaii, Idaho, Illinois, Indiana, Iowa, Kansas, Louisiana, Maine, Maryland, Massachusetts, Michigan, Minnesota, Mississippi, Missouri, Montana, Nebraska, Nevada, New Hampshire, New Jersey, New Mexico, New York, North Carolina, North Dakota, Ohio, Oklahoma, Oregon, Pennsylvania, South Carolina, South Dakota, Tennessee, Utah, Vermont, Virginia, Washington, West Virginia, Wisconsin. The remaining states either publish no list or publish one Ezina has not yet sourced.
Which state regulates the most plants?
Washington regulates the most, at 166 species, followed by California (162) and Massachusetts (144). Oklahoma regulates the fewest, at 3.
Is a plant legal to sell if my state does not list it?
Usually, but a list is a legal instrument rather than an ecological verdict. Plants spread aggressively long before a state gets around to naming them, and states add species years after the problem is documented. Absence from a list is not a recommendation.
